In General

The world (loka) of the gods; Swarga ; Virtues in this life will bring swarga, but it is not a permanent place of dwelling. BG says a man having high virtue gets this world but return back as soon as his virtues get exhausted. Even the positions of gods are also not permanent in swarga. When one do 100 Asvamedha Yaga he gets the Position of Indra for some duration. All other places are thus occupied by people of high virtue. To Hindus the highest achievement is Moksha, a position where one become one with Brahman and no more birth is followed

Veda

Svar or Svah or Swarga is third of the lower three world. It is the plane of immortality. Svar is the illumined world of Truth

Purana

Svarga is the abode of Devas. This world is governed by Indra.
